🤝 Shared Ownership
What is shared ownership? You buy a share of the property (25%, 50%, or 75%) and pay rent on the remaining share. A step onto the property ladder for people who can’t afford a full mortgage.
Example – 2-bed house worth £180,000:
- Buy 50% share: £90,000 (you’d need 5-10% deposit = £4,500-£9,000)
- Mortgage: £90,000 @ 5% = approx £520/month
- Rent on other 50%: 2.75% of £90,000 = £206/month
- Service charge: £40/month
- Total monthly cost: £766/month (vs £900+ renting privately)
Benefits:
- Own your own home with smaller deposit/mortgage
- Can increase share over time (staircase to 100%)
- Sell your share when you want to move
- Decorate/improve as you wish (it’s yours!)

Register
Apply online at freshstart-housing.org.uk or call 0113 555 7000. Fill in application form (30 mins). Tell us your housing need.
Assessment
We assess your priority band (emergency/high/medium/low) based on housing need. Usually hear back within 2 weeks.
Property Match
When suitable property becomes available, we’ll contact you. You view property and decide if you want it.
Move In!
References checked (landlord, employer). Sign tenancy. Pay deposit (1 week rent) + first week rent. Keys handed over. You move in!
Who Gets Priority?
We allocate properties based on housing need. Priority bands determine how quickly you’re housed.
🔴 Emergency Priority (Band 1)
Who qualifies:
- Homeless with nowhere to stay tonight
- Fleeing domestic violence with no safe accommodation
- Property condemned/demolished – must leave immediately
- Hospital discharge with no home to return to
- Severe overcrowding (4+ people in 1-bed)
Typical wait: Days to 4 weeks (depending on property type needed)
🟠 High Priority (Band 2)
Who qualifies:
- Overcrowded (lacking 2+ bedrooms)
- Medical priority (current home unsuitable – stairs, heating, damp)
- Under-occupying (bedroom tax – downsizing)
- Living in temporary accommodation
- Care leavers (18-25)
- Needing adapted property (wheelchair user)
Typical wait: 3-9 months (2-beds faster than 3-beds)
🟡 Medium Priority (Band 3)
Who qualifies:
- Overcrowded (lacking 1 bedroom)
- Homeless but in temporary accommodation (not immediate)
- Insecure tenancy (living with family, sofa surfing)
- Leaving supported housing (ready for independent living)
- Private tenant with Section 21 notice (being evicted)
Typical wait: 12-24 months
🟢 General Priority (Band 4)
Who qualifies:
- Adequately housed but wanting social housing
- Private tenants wanting to move
- Living with parents and wanting own place
- FreshStart tenants wanting to transfer
Typical wait: 2-5 years (1-beds faster than 3-beds)
Repairs & Maintenance
🆘 Emergency Repairs (24/7)
Emergency = risk to health, safety, or property. Call immediately if:
- Gas leak – smell of gas, hissing sound
- No heating or hot water in winter (Oct-April)
- Burst pipes or severe leak – flooding
- Total loss of electricity (our wiring fault)
- Broken window/door – property not secure
- Blocked toilet (if you only have one)
- Roof leak – water coming through ceiling
Response: Emergency repairs attended within 4 hours, made safe same day, permanent fix within 24 hours.
⚡ Urgent Repairs
Urgent = affecting quality of life but not dangerous. Examples:
- Heating/hot water loss in summer
- Blocked sink or bath
- Leaking tap (major leak)
- Faulty door lock (you can still lock it)
- Broken window (property is secure)
Response: Fixed within 3 working days.
🔧 Routine Repairs
Routine = needs fixing but not urgent. Examples:
- Dripping tap
- Minor plaster cracks
- Squeaky door
- Cupboard door off hinges
- Faded paintwork
Response: Fixed within 28 days. Appointment booked with you.
Tenant Support Services
👥 Tenancy Support Workers
What tenancy support workers do:
- Help you settle into your new home
- Support with benefit claims (Universal Credit, Housing Benefit)
- Budgeting and money management advice
- Help if you’re struggling to pay rent
- Arrears prevention and debt advice
- Signposting to other services (food banks, counseling, etc.)
- Anti-social behavior support
- Tenancy sustainment (keeping your home)
Who gets a tenancy support worker: All new tenants get initial visit. Ongoing support if you need it (young people, care leavers, history of tenancy issues, etc.)

Common Questions
❓ How long is the waiting list?
Depends on your priority band and property type needed. Emergency (Band 1): days-weeks. High priority (Band 2): 3-9 months. Medium (Band 3): 12-24 months. General (Band 4): 2-5 years. 1-bed and 2-bed properties become available more often than 3-bed+.
❓ Can I choose which area of Leeds I live in?
You can express preferences, but higher priority = less choice. If you’re emergency priority, you’ll likely get offered first available suitable property. Lower priority applicants can be more choosy about area.
❓ I’m working – can I still apply?
Yes! Social housing isn’t just for people on benefits. If you’re on low-moderate income and can’t afford private rent/buying, you can apply. You’ll pay full rent (no housing benefit) but it’s still cheaper than private renting.
❓ What if I can’t afford the deposit?
Deposit is just 1 week’s rent (e.g. £115 for a 2-bed house). If you can’t afford it, we can arrange a payment plan (pay over 3-6 months). Some people can claim discretionary support from council.
❓ Can I have pets?
Generally yes for houses with gardens (dogs, cats). Flats – small pets usually OK (cats, small dogs), but no large dogs. Must be well-behaved and under control. Ask when viewing.
❓ What if I have bad credit or rent arrears?
We’ll consider each case individually. If you have previous rent arrears, we may require you to clear them or set up repayment plan before offering tenancy. Bad credit alone won’t necessarily stop you.
❓ Can I decorate or make changes to the property?
You can decorate (paint walls, hang pictures) without permission. For bigger changes (new kitchen, knocking down walls, building extensions) you need written permission. We’re usually reasonable if it improves the property.
❓ What happens if I lose my job and can’t pay rent?
Contact us immediately. Don’t ignore it. You can claim Universal Credit housing element to help with rent. Our money advice team will help you claim. We’ll work with you on repayment plans. We want to keep you housed.
❓ Can I swap/transfer to a different FreshStart property?
Yes. If you need to move (job relocation, family breakdown, downsizing, etc.), you can apply for internal transfer. Easier than moving externally as you’re already a good tenant.
❓ What if my boiler breaks in winter?
Call emergency line (0113 555 7001) – we’ll attend within 4 hours, make safe/temporary fix same day, and do permanent repair within 24 hours. Winter heating is emergency priority.
